It sounds like the check valves in the fuel pump are leaking a bit and letting fuel return to the gas tank. It could be dirt in the pump or worn seals. Plus evaporation....

As Vaughn mentioned, there are Dodge fuel pumps that have a primer lever on them, which are really handy on trucks that sit for a while. The two that I know of are the M37 pumps and the late style 3/4 ton WC pumps. The M37 pumps have a integral vacuum pump on the top, which is great if you have vacuum wipers. The late 3/4 ton WC pumps are very similar, but without the vacuum pump on top. They are a direct interchange on the 230 engines, but I don't think they fit on the 251s like you have. I know Midwest Military has both pumps, and they can tell you if they will fit you 251 engine.
