soda vs sand

I just soda blasted the bottom side of the floorpan with a pressure washer, because the quotes to sand blast it were crazy. It worked very well at blasting away enough of the rust to find the holes, but I thought it was working poorly at getting rid of the rust. Until the floorpan started drying and then, it turns out, it also did an ok job of removing a lot of rust; not great, but ok. Like I will still have to wire brush. My impression with sand blasting is that it gets rid of all the rust, but I have never sandblasted nor have I had anything sandblasted. I soda blasted, with a water pressure washer, because this is California, and you never know who is gonna get bent out of shape with sand in the air. The baking soda either dissolves or runs down the driveway with no one coming out to inspect and hassling me about the small amount of soda that is not dissolving and eventually making its way to the storm drain. I can use blasting sand with the pressure washer with little resulting sand in the air, but it will be obvious to anybody walking by that there is sand going to the street and therefore to the storm drain. So, if I use blasting sand, I can do it when most folks have left for work, and probably get away with it without the EPA bringing a SWAT team to my address. Have you ever used both soda blasting and sand blasting? Is one more effective than the other? I think the soda costs more than the sand, and it takes a fairly long time to get down to bare metal. I would really like to hear from someone who has tried both.
