If the welds don't penetrate the two pieces, you don't have a welded part, and that would be unacceptable. Well, it doesn't sound like you can return it to get an acceptable part. So what to do?

- Do you have the equipment and skills to weld thin metal? You're likely to experience war-page which will add to your problem.

- Do you need to fully weld seems or just spot weld along the joint. There are acceptable putties that are water proof and don't harden, you see them used on the newer vehicles. It would be acceptable to spot weld and fill with putty as an option in places you don't need a full seem weld or lead weld those areas.

- If you don't have the equipment/skills, you might want to check with your insurance company for auto body shops they recommend to have the welding done for you. They are skilled in thin metal welding and controlling war-page so you get a nice product. They may also see imperfections that need correcting that you might not see.

Yep, the part you have is representative of sub-standard craftsmanship, and it's a shame. Look on the bright side. Even in that condition, it does save you the expense of fabricating the parts which would cost more in the long run.
