Look into the ignition wires and etc. What is the compression in the cylinders? Check for vacuum leaks. Use a vacuum gauge to test the engine it can tell you a lot on the condition of the engine.

My PW gets 14 mpg on the highway at 50 mph with 5.83 gears and 36” tires.

If you did a carb rebuild, I have found that the jets in the kits are smaller than what is originally in them. I found out when I rebuilt my carb and it ran worse after the rebuild. But I noticed that if I pulled the choke out a little it ran fine. It was being starved. I put the original jets back in and it ran just fine with much better acceleration and hill climbing. The jets normally see little to no wear except when there is a needle in it or is a valve seat for the float.
