A malfunctioning governor will not directly rob power/gas mileage. What one may do is limit the rpm that an engine can reach. This can mean that the engine may not operate with its maximum torque or horsepower ranges.
If you have a governor, and it is slightly out of adjustment, or has worn internal parts and/or broken or stretched springs, and you are taking only short slow trips, you may not realize that your engine is not able to run at 3000 rpm due to the governor. This may in part explain your perceived lack of power.
I have found that when driving slow with a lot of hills or a lot of stop and go traffic and with a lot of up and down shifting, I get about 6mpg or so with stock engine, 4:89 gears, and 9.00x16 tires. This is an average round trip drive of 26 miles for me. But when I get her out on the open road and drive 55mph for a couple hours or more with few stops, my mileage doubles.
