OT; 120 voltac reversing motor....Help Please

I bought a Atlas Lathe, the questions are not related to the actual lathe. My problem is with the
120 volt AC Reversible Motor that drives the lathe. The only connection between the motor and lathe is the rubber V belt.

The 120 Volt AC power cord to the motor is a NON POLARIZED 120 volt plug. I want/need to change that power cable to a 3 wire cable…..more on that later

Question 1;
For safety I wanted to be sure the motor did not have a HOT frame to get shocked. I measured
for voltage between the motor frame and the ground on the wall 120 volt ac receptacle. With the motor switched to run in one direction, I read 44 volts ac. Reversing the motor with the switch I read
77 volts ac. Yes, the meter was set to read volts ac.

Whats wrong here, that should be zero volts. Is it because of the 120 volt non polarized plug with no ground ?

Question 2;
The 120 volt AC power cable goes to the on/off reversing switch. The present wiring (which I believe
to be original is as follows;
Power White wire to switch terminal A
Power Black wire to switch terminal B
Power to motor from switch (reversing)
Switch terminal 1 = white
Switch terminal 2 = black
Switch terminal 3= brown
Switch terminal 4= red

To change the main feed power cable to a 3 wire grounding, do I simply connect the white wire
to Switch terminal 1 and the black wire to Switch terminal 2 and the ground green wire to the motor frame ?

Thanks for your help, this is NOT a strong area for me and I don’t want to get fried. Please no guessing, this has to be right/perfect the first time.
