You can read phantom voltage like that on a meter from being so close to the motor. Same thing out of the air underneath a flourescent light. These usually have nothing in the way of current behind them meaning if you tried to run something with that voltage it would disappear.
To really test the winding insulation you would need a high pot tester or similar. You can do a basic test with an ohm meter from the motor chassis to the motor windings to check for a dead short. If nothing is there, connect the ground wire you are adding to the motor chassis and I think you'll find that phantom voltage goes away. Connected this way if any voltage got to the motor chassis it would blow a breaker or trip a GFI circuit.
