Stuck in 4WD high?

Just got the '52 B-3PW roadworthy. It's been sitting in the desert for many years, but pretty solid, anyway.

Driving down the street, I noticed through the floor that the front driveshaft was rotating. In my limited experience, that tells me I'm in 4WD. I stopped, and looked at the Owner's Manual, and it indicates that rear lever (Transfer Case De-Clutch Lever) should be all the way forward, and the forward lever (Transfer Case Shift Lever) should also be all the way forward for high range, rear wheel drive only.
So, I made it to a field, and starting shifting both levers in all combinations, including Neutral. But nothing changed! It still drives like it's in 4WD High. What am I doing wrong, or what is stuck/siezed/jammed?
