What you are seeing is the effects of ethanol + water which results in a chemical combo that causes rust, corrosion, acids, and sticky varnish. If you drive your truck every day, the problem is significantly reduced, but when they set for extended periods, it results in damage.

Self life of unstable gasoline is about one month, so try running the truck about once a week or adding a fuel stabilizer to the gas, that will help prevent the chemical reaction.

As far as the carburetor is concerned, it has a lot of corrosion, you might want to send it out and have it rebuilt and re-coated using a chromate or cadmium treatment depending on who made the carburetor.

I would go with the stainless steel tank.
