Brakes weak

Hi, 66FF with under floorboard booster, TuffStuff booster. Look like the one from VPW. My brakes are very weak, even after adjusting. With engine off, pedal offers some resistance but seems to just bottom out in the MC. I can see the rod from the pedal to the booster move about an inch before stopping. As I push the pedal, at part way travel, I see fluid being pushed into the forward fluid compartment in the reservoir, no bubbles, just fluid. Is this normal? Have not bled the brakes because I haven't gotten the lug nuts unstuck. Thx
