Sounds like IP for sure.
Could be stuck on/off fuel rod or stuck Hyd. head.
Both common problems and can be corrected without R&R the pump.
And even removing the pump for rebuild is easier than the engine if the engine is sound.

Maybe you can convince Glen to a Road trip?
