That might be the answer. I've read of people doing something similar, but the problem is the seal is actually recessed into the housing slightly. With a normal seal it comes with a stamped steel ring that sets that backspacing, but it doesn't work with the wear sleeve. The Cummins tool sets both the sleeve and seal back spacing at the same time.
Only thing I'd worry about with heating the ring is not damaging the seal, they are supposed to go on as an assembly, so you don't separate them to install.
