The steel ring with the stock seal will align the seal retainer to the crank shaft if you have removed it. The instructions tell you to keep the bolts loose while installing. The installation tool replaces the metal ring and uses the crank bolt holes to pull it on and will also align the cover if needed.

I didn't loosen the cover to remove my seal, just drilled two holes in the metal portion of the seal and used some #10 sheetmetal screws on a slide hammer to remove the seal. Which is actually per the manual. Now removing the sleeve normally does require removing that cover but I managed to modify an old tool to remove it without damaging the crank underneath.

Problem with the Cummins wear sleeve is it's very thick and is an interference fit, so it has to be pressed on with the tool. The seal is already installed on the wear sleeve and does not come with the plastic installation cone, they both get pressed on together and the tool sets both at the same time.

I read of someone stating to use a plate and the right threaded bolts to pull the sleeve on flush and then use the flywheel or wave ring to push it back the correct offset, but that doesn't set the seal depth, though you could probably do that carefully by hand if you tried, but the little metal install tool won't work due to the thickness of the wear sleeve. Maybe if you tried to open one up so it slid over the wear ring? Problem there is the seal kit doesn't include the ring.

Considering the price of the sleeve and seal and how hard it is to get at I'm better off just biting the bullet and using the tool.
