Well, a few years ago, a guy up here built a truck for on/off road. He used hydraulic steering (non power). He failed New York Inspection. The Inspector checked with Motor Vehicle, and they said full hydraulic steering is illegal in NY. There are a few exceptions for monster construction equipment operating under special permit on the roads.
