Well, I believe that is illegal (if it includes the VIN), so probably no one is being too open about it.

There is a guy in Poland who advertises various data plates. He doesn't actually outright say that he also stamps them, but I suspect he does.

I'm sure you are not up to any skulduggery, but if people are in the business of stamping VIN numbers, they will eventually end up dealing with ne'er do wells.
