Actually, the law that applies is a Penal Code law, not a Vehicle Code law and applies to anything with a serial number. Simply, the law says you cannot alter or remove a serial number on an item. And it's a general intent crime meaning you don't have to do it with the intent to commit a crime.

The Vehicle Code makes provisions for VIN numbers that are lost or defaced. Unfortunately, it involves a new VIN number and sticker, which is a problem only if you are trying to keep your vehicle original.

In practice, no one is trying to keep restorers from restoring their vehicles. But, making VIN plates is getting into a grey area and a reproduced VIN plate should raise a red flag for everyone, buyers and law enforcement officers included.

While I don't know, I suspect it is pretty difficult to reproduce the numbers on a VIN plate. The numbers are very small and very uniform. How many people have the machine that can do this? And, how many people with the necessary machine would be willing to re-number VIN plates for a reasonable amount given the legalities involved?
