New PS pump still no power

I just spent 2 1/2 hours replacing the power steering pump on my '01 3500 with a Cummins. I fired it up but it won't turn and acts like it did on Friday with no power. I got a call into the former dealer who does my Cummins work but the mechanic is out till 2:30. Snow storm coming this way and I NEED this truck for plowing snow. Any ideas where to look? They engineer who designed the mounting for this set up either worked for Harvester or is a seudo-masaskistic SOB. What a job.
