Like Marty said it needs belch. I got up on jack stands to turn lock to lock. It went well then added fluid repeat. Let it set, repeat the process. I thought I had it but as I was leaving the shop it was low on fluid. Probably lie everyone said it'll take time. At least I can steer the truck now and I'm ready for this snow. Thanks again to everyone for there ideas. By the way it was a complete pump from Napa.
