77 powerwagon wont turn off

I have a 77 powerwagon and it will not turn off when you turn off the key. Also, the battery runs dead if you do not disconnect the terminals when it is off. I replaced the electrical ignition switch but that did not solve it. Also, it has a new key and tumbler. Any ideas.
