WC Carb help. Floods.

Working on a Carter Carb on a WC 3/4 ton. It has been apart, cleaned inspected. Float level checked, also the float is not heavy. All item have been gone over yet it started to run rich, loads up and can turn the idle mixture screw in tight, no change. Then after I shut it off it just floods down. Its driving me nuts. Can anyone help. I take it apart and just stare at it because I cant find anything wrong. ????????. I even lowered the float level and still the same result. Help Help. The cazy nutty Dodge Boys.
