Todd,
I've never seen a rusty late model motorcycle frame, fenders or tanks...they're all powder coated now.
Can you think of something that takes a bigger beating than an ATV or motocross bike? powder coated.
You can't compare a lawn chair where the brand new steel, mill scale & all, is just rolled into a powder coating booth without even wiping off the cutting oil.
Tell you what....next IA rally, I'll bring a few junk parts that have been blasted & properly powder coated. Try getting the coating off in a bead blasting cabinet....forget it. Try submerging them in salt water...anyone that wants to experiment, be my guest. Unless you're using silica or coarser sand, you'll not get it off.
Don't get me wrong....Epoxy & polyeurethane finishes are excellent if the surface is prepared properly but there is no such magic that you can restore metal with, without blasting or acid dipping first. If you paint on rust & dirt, it will look & last like crap.
