I do not believe that there is any new source for a belt pulley. The ones used on the Ford and/or Ferguson tractors from 1939 to the late 1950's would be easiest to work with.

I would suggest talking to a local business who specializes in drivelines for big trucks and equipment that is sometimes PTO operated from big trucks. They should have a better idea of what it takes to custom make a rear PTO shaft and may even have something off the shelf that would serve as a pillow block.
