Gas tank filler tube

Greetings all,
I have a �51 B-3-PW (the Best) that has been going through a nuts and bolts rebuild. I am finally to the place where I took the Beast down to the local gas station to fill the tank. I find that I have to fill the tank very slowly (can�t even get the trigger to the first clicker, so have to keep my hand on the trigger). If I speed up the fill at all, gas starts burbling out the air vent. Has anyone else experienced this?
Before driving to the gas station I partially filled the tank with ~10 gallons from Jerry cans and did not notice any gasoline coming out the vent tube.
The tank is not stock, it�s a home built 35 gallon with the original filler tube. I�ve had the tank out, cleaned it, added an inspection port and inspected it. It�s clean. I�ve also cleaned and inspected the filler tube. The filler tube and air vent are clear. The air vent extends past the end of the filler tube enough that I believe the vent extends into the tank, but I didn�t take measurements so that statement is just dead reckoning. Now that I think about it, it seems possible that the vent tube doesn�t quite extend into the tank.
