Okay, my Parts lists are showing some interesting information.

That bracket first changed in 1948. I have not looked further back than that, but starting in 1948 the part number was 1190 401. This part number was used through 1956. Beginning in 1957 the part number changed again to 1787 107. It was then used up through 1960 at least. I have not looked any further ahead than that.

The number 1787 107 that was shown starting in 1957 included a stacked box symbol as a prefix which the key note described as: "Indicates parts not listed in any previous parts books".

So from my experience, I have observed that Dodge was not in the habit of issuing a new part number unless the actual part changed substantially.

So, there is still the possibility that you may have the wrong bracket to work in conjunction with the PTO. I guess this raises the question as to weather or not the bracket had to change to accommodate the PTO specific to the NP420? And, if so, did they continue to use up the supply of old brackets on trucks that were not delivered with a winch?

Did both frames (and brackets) that you mention come from trucks that were delivered without winches?
