It's the expensive engine with the Chrome rings and stellite valves. Likely an 1800 rpm generator as Wisconsins won't buzz 3600 for long!
As others said, check the points. .015 gap. The small wire from the mag shorts the points out to kill the engine. ***This wire is grounded to kill the engine. Don't ground it and it may then have spark. Checking for the impulse coupling on the mag is also a good test. Turn the engine over by hand very slowly and you should hear that CLACK from the mag.
Now, on the other hand, someone correct me if I'm wrong, but isn't Winco out of business? If so, I'd go down on price if possible. Still would but it though!
