Long as the vehicle is moving through the air, fans and shrouds are un-needed. But once you pull off the freeway and stop at a light they get to be important, Ask me how I know.
His radiator was probably borderline before the big block swap.
BUT, 15 psi cap means water won't boil until 257F, even higher with 50% antifreeze. So it isn't actually overheating. Check the gauge?
