stuck screws

The doors and cab have a few of these, and they are stuck. I have been spraying with penetrant for a couple weeks, and have used a small impact driver and a mondo 1/2 impact driver. The small impact driver does nothing, and I can't keep the bit on target with the large impact driver. It is just stripping the slot. So, here is the question. Do I drill them out? Or do I weld a nut on the top of each one?
