what Marty said. depends on the material you used. You never get the high end gloss back with enamel - but it can look darn good anyway. It has to do with how the molecules get cut - too long ago for me to remember the details - but the tests were done with meters and what not.
Kotex pads - yep they were soft - the woman at the check out counter thought I was the most rocking kid they ever ran across, seems most guys would not touch the box let alone go through a check out counter - this was 50 years back. The older guys I hung out with showed me the trick and I had a bit of a rep for spotting flaws in body work, before they got the top coat. Which helped a lot when hanging around a older and rougher edged crowd.
Last buff job I did I cut the paint with sand paper first and the buffed it out. Only issue was some hangers that I shaved down by making a scraper from a razor blade - even though the paint was dead flat the hangers would show up if in certain light - again it had to do with the orientation of the paint molecules. These days some polishing jobs will cost as much as the paint job.
Also leave the paint alone for weeks if not months before polishing it - darn paints take awhile to set and shrink.
