yes, it is either the regulator field contacts have welded together or there is a sorted field in the genny or alt or a direct short in thee harness, does it pin with key on and motor NOT running? if so, its most likely a short if it doesn't it most likely is the regulator, take the cover off and burnish the contacts with a small nail file. check with a voltmeter on bat term to ground, if its a six volt system the regulator should kick in the field at a low end of 5.8-6.0 volts and kick out at 7.0-7.2 volts on 12v it should kick in at 11.8.0-12.0 volts and out at 13.0-13-8 volts or therabout. I have always preferred the HD regulators that have a screw adj to set cut-in / out voltage...
