Todd, That is extremely poor fabricating! I think the excuse you got:"that's the way they come" is extremely poor as well. When you pay money for something that is welded, you shouldn't have to redo any welds that didn't penetrate. You didn't buy it as a kit, you bought it as a finished part. I think whoever you bought it from should step up and send you a new one that has been properly welded-before you send the old one back! When we start holding the people that sell this crap accountable, they will start holding the people that manufacture it accountable, and then we will no longer need to worry about receiving parts of such low quality. Just my two cents...
