As I am sure you know driving the PA toll roads are harmful to the billfold without a trailer and it ratchets up quickly as you add axles. The tolls are so high there are a lot of folks "beating the system" in one way or another to the point of the turnpike publishing an article about it. Its nearly $4 each way to run 8 miles to WV without ezpass for a time savings of about 10 minutes. Maybe it's worth it for some.
We are also toll by plate or EZ pass only and I could very much see the issue you are having being present here as well.
