Top knuckle cup turning in housing.

As I am progressing on the front end of my 6x6 I noticed that when I put the knuckle back on the new cup from Koyo was spinning in the top housing. A NOS top bushing is on the top. Has anyone peened the ID and put some loctite green on it with success. The green would be put on at the top after the right torque is reached and it hasn't slipped.
