After a night thinking about this i took it off and apart first thing this morning. When i got the '48 the carb. was off, apart and soaking in a five gal. bucket in diesel fuel. I soaked it in carb. cleaner and put a kit in it. Today i found the discharge ball spring was missing as i had left it out. I questioned this before but for whatever reason put it back without it i guess because it wasn't in bucket or new kit. I took extra M-37 carb apart and got one and also took plug out of pump cavity bottom and "C" clip and ball out cleaned all again and put back together. Man started right up, responded to mixture adjustment and settled down to probably 500 RPM idle with 40 lbs. of oil pressure. Couldnt be happier unless that pile of all the brake parts on table would install themselves. Thanks again for all the help and i'm sure i'll be back many times again begging for more.
