The Military has set the M37; having the same size engine, gearing, tires, and fairly comparable to vehicle weight as the PW, at 18,000 pounds which can apply to a stock PW on flat ground, on county roads. Brakes on the trailer is a plus for stopping. See PIF, Group 31, item "d" for more information on towing.
Limiting and referencing the Military standard may provide you some liability protection should you get in an accident.
