Which would be the combination of the bowl evaporating dry, then the float sticking shut.A combination of fuel pump pressure and some vibrations break it loose. And maybe the needle retraction hook isn't hooked to the float arm.

I love primer lever fuel pumps. Open the hood, pump it until you hear it squirting into the float bowl, pump until it stops. You might have to bump the engine over to get a good stoke on the pump, the cam lobe gets in the way.
