Sounds like the power provider has a high Voltage problem from regulators not properly Set or changing on there own.
Had the problem here a few years back.
Noticed everything running fast and bright
Lights.
When the alarms started sounding on my
UPS. (Uninterruptible Power Supply) I got The VOM out and had 130+ volts at the outlets.
I call to the power company corrected it,
The voltage regulators a couple blocks down
Were out of Adjustment.
And of course there not responsible for any Damage.
