If you got a welder, TWO (2) pieces of pipe, large enough for the threaded u-bolt.
Cut to fit inside frame channel.
Weld the two side by side, pushing one of the pipe section inside the channel, the other pipe, the u-bolt passes thru.
As you tighten the u-bolt, the frame channel will compress only enough to secure the pipe inside tightly, and the outer pipe welded to it keeps the assembly in place
