Keith,

Slipper springs should not allow any side to side misalingnment. It sounds like the axle tube might be bent on that one axle. It is normal for an axle tube to be bent up in the middle of the tube when viewing the axle from the front or rear. Its called crowning, and is done to compensate for the tube sagding downward in the middle when fully loaded. That crown is good, but a bend in the axle tube towards the front or rear of the trailer is bad.

Make a straightedge that you can place directly on the axle tube between the leaf springs. Put it on the bottom of the axle tube and look for gaps between the straightedge and the axle tube. You will see the crown in the tube, likely about 1/2” to 5/8”. Next, put the straightedge on the back of the axle tube. There should not be a gap along the length of the straightedge. If there is, you found the problem with your tires failing.
