If your pedal is not spongy then you have too much slack between the brake shoes and the drums. There should be a slight drag on the drums when you rotate the tires. Adjust the bottom anchor pins first till you get a slight drag, then adjust the upper adjusters for some additional drag. If that helps then you are on the right track. Also make sure you have only 1" of free pedal before the master cylinder engages. Let us know how it goes.
