Thanks for the comments. I did buy two wheels,1 with tire from a local guy for $50 total. I just figured if nothing else, I would start my education of these wheels. After cutting the tire off with the old rusty water in it, it was obvious that wheel was rusty junk and the ring probably is also but I did not toss out yet. The 4 wheels look pretty good and I will try the wood block and wire method.
