I've got a 16 psi cap in mine for the ISB170. I've only got about 40 miles on the truck so far but I am running a two step cap and a recovery system. My t-stat is 180 degrees but for some reason my gauge reads like 195 - 200 and the fan cycles on at 190 and off at 170 but doesn't really come on unless at idle like yours. Do you have a recovery system? If you have the radiator almost full, and that high of a PSI cap without a recovery type, then yea you may have too much pressure on that old brazed radiator. I am running a 3" thick cored aluminum radiator with an aluminum recovery tank thats about 3 pints total. The math on mine with a 3 gallon system, from 30F to 220F, should expand about 1.5 pints.
