Sounds like something in the relief valve won't allow it to seat. The relief valve is in the pump but I have never disassembled one, my pump is probably different since mine is from a school bus. The relief valve should low enough to prevent damage to any of the hydraulic parts and my guess is that once it opened it stuck partway. The hydroboost doesn't take a lot of flow so probably enough to work the brakes but not enough left for steering. Also the low flow would be too low to provide the box and ram so pressure will drop and feels like no assist. You might try revving the engine to see if it improves.
