Problem solved. It came apart with no issues, nothing stuck or clogged. Upon further inspection I found 2 small washers that amount to maybe 1/16 thickness inside the screw cap. Looks like they have been there for a long time. That would increase the pressure for sure. I wont know how much lower it is until I start it again, not doing that until this storm gets the heck out of here, will report back on what the pressure reading is. I did some more research on the pressure relief and found in the service manual that there is one type that you can use a screwdriver to increase/decrease the pressure and then with my type there is a red colored factory spring that will increase the pressure and a green one to decrease the pressure. Non painted spring is a normal factory install when new.
