sheet metal forming tools?

Never gave it much thought before, but now this is starting to get in my way. Is there someplace that sells garage grade sheet metal forming tools? I'm working on a headlight "can" and its inner flange is rotted out. It would be nice to be able to make a new flange that I could just solder in there. Something like an english wheel?

Right now my complete lack of sheet metal forming experience is kicking my rear.
