MU2 Winch drum brake not even close

So I finally got around to rebuilding my MU-2 and put it back in today. Even before I took it out, the drum brake did not work, and of course it still doesn't work. It's almost like the casting for the brake shoe is off? I could probably fix it if I put a shim of some sort behind the bracket that holds the lever.

Anyone else ever see this?
