Ok, I pulled your picture off and if there are any others of yours, let me know, I'll gladly remove them. The temp section is just what it is, a temporary post to work issues. Pictures in that section will be removed.
I've included an illustration of adjusting the brake. The two nuts are between the head of the link and spring, you can add a washer at each end of the nuts if you like. Hopefully the illustration will show you where to properly place the nuts by showing a wrench for adjusting.
Secondly, you need to get some grease on the fork and clutch for wear protection and rust avoidance.
