I assume that when you say the control lever you are talking about the lever in the cab. If so you should be able to engage it in the unwind or wind direction no matter how tight the winch is wound. I would look at the lever and around the PTO looking for something that is blocking the lever from going into the unwind position. The PTO shaft is not under any tension at this point in time as it was all released when the PTO was shifted out of the wind direction.

If your talking about the shift fork on the winch itself not being able to move I am not familiar with the LU winches. If it is similar in operation to the MU winch the the shift fork is commonly bound up by tension between the Worm and worm gear. The solution to this is to shift the control lever in the cab to the unwind position then and unwind (release some of the tension) Then you should be able to shift the shift fork on the winch. Many shift forks are missing on MU 2 whinches because people do not know that they need to release the tension prior to disengaging the shift fork. In fact I am ordering a shift fork from VPW today because some one broke the mounting bolts and discarded the handle and now the sliding dog is well marked with hammer marks from being abused.

There is now reason to cut any drivelines or U Joints. That is not where the problem is. You should be able to unbolt and remove the drive lines with out any problem.
