I really suspect that something is blocking the lever from moving unless someone changed out the PTO like Russ said. There should be no reason for it not to engage. The transmission side of the PTO (i.e. the gears that move with the transmission) should be spinning and should be able to align and mesh with the winch side of the PTO (The gears in the PTO that are attached to the output shaft). There has to be a blockage some place. If it is not the lever then something in the PTO is broken.
