From your description it doesn't sound like it's actually boiling. If it were you would hear/feel a lot of rumbling in the radiator, and coolant would be blowing out of the overflow tube. If the cooling system was simply overfull, it would dribble out as the coolant expands.
Since the engine is brand new it will run a little hot until the engine breaks in. A 16" electric fan is no comparison to a 16-18" mechanical fan, and 35mph does a lot of cooling. I assume the electric fan completely shrouded, if not it needs to be.
