If it is a VE rotary pump, the wire to the fuel solenoid can shake loose.

If its not that, yes, you have a restriction, an air leak somewhere or you're out of fuel.

If you converted a gas truck, remove the sock filter in the tank. A sock filter will suck closed under load and then run again when the suction is relieved. While you're in there, it is a good idea to make sure the return line goes to the bottom of the tank. It shouldn't matter, but that reduces the chance of air getting in the system if you have a small leak in the lines.

It never hurts to change the fuel filter.

I have done away with all the diaphragm fuel pumps on my Cummins. I converted to the piston style, mechanical pump. The diaphragm pump is an age-old design, but it just happens to be the weak link in this otherwise unstoppable engine.

The least likely, but most fatal failure is the cam plate in your injection pump starting to spawl. If you remove the fuel solenoid and see bits of metal shavings, its time for a new injection pump. I doubt that is your problem.
